Manual creation of city reference records

Purpose
This program checks whether there are cities that have been terminatedand for which addresses still exist. These addresses must be changed(relocated).
This can either be done by manually relocating the addresses (if only arelatively small number of addresses are affected) or by creating manualcity reference records and executing report RJSUADDR (if a large numberof addresses are affected).

Prerequisites
You must use the change number that caused the inconsistency to do this.
