Converting field T588C-REFBG

Purpose
The conversion report RPU46AXT588C changes all entries withREFBG = ' ' to REFBG = '00'. Before Release 4.6A, this field was typeNUMC and could have ' ' and '00' as initial values. Both meant thesame thing. As of Release 4.6A the field is type CHAR. Now the values '
' and '00' have different meanings.
The program should have been successfully run before the productionstartup.

Integration
This report runs in the 4.6A upgrade as XPRA. It can be startedmanually at any time.
