Purpose
This report program converts the clusters CX and CY (=Clusterdirectories
for cluster WX (SI-pers result) and cluster WY (Belcotax results) ).
Its execution is necessary after any upgrade into releases >= 4.0 ifthe
contents of the old clusters CX/WX and CY/WY shall be kept accesable.
The resp. cluster version numbers will change from '01' to '02' as of
release 4.0

Prerequisites
The conversion has become necessary since the field MOLGA has changed
from 2 digits numerical to a char 2 string field and the program/report
id PGMID has changed from a character 8 string to a character 40 string
field in the cluster directories structures
