Title Equal Opportunity Survey (Employee Data) for USA Purpose The Equal Opportunity Survey or "EO Survey>" is produced tosatisfy the reporting requirements established by the Office of FederalContract Compliance Programs (within the U.S. Department of Labor) forselected Federal contractors and subcontractors. In accordance with these requirements, selected Federal contractors andsubcontractors must report three categories of information for allfull-time employees in their enterprise, namely: General information on their EEO and Affirmative Action Program activities, Combined personnel activity by gender, race and ethnicity for each EEO-1 category, and Combined compensation data for each EEO-1 category for minorities and non-minorities by gender.Integration The EO Survey is fully integrated with all applicable Master Datainfotypes to enable compliance with the reporting requirementsestablished by the OFCCP. However, as you make preparations to fulfillthese requirements, you should take care to consider the followingthree integration issues: Since submission of EO Survey data is required for full-time employeesand applicants for full-time positions alone, please take precautionsto ensure that part-time, temporary, seasonal, and other employees areexcluded from the employee population for which reporting data isproduced. Your enterprise may use the Planned Working Time>infotype (0007) to identify part-time employees, or it may limit theseto a specific employee group or subgroup. If your enterprise usesemployee (sub)groups to identify its full-time employees, then youshould take precautions to execute the EO Survey only for thoseemployee (sub)groups that consist of full-time employees. To enable fulfillment of the reporting requirements that relate to theaverage tenure of employees, please note that the EO Survey onlyproduces data for completed> months and years of tenure. Forexample, if a full-time employee was hired on January 1 of thereporting year and remained employed until December 31, the EO Surveywould consider the tenure of the employee to have been 0> yearsand 11> months. Moreover, to enable fulfillment of the reporting requirements thatrelate to annual monetary compensation, please note that the EO Survey,as delivered, only considers the annual salary that has been enteredfor employees in the Annual salary> field of the Basic Pay>infotype (0008). This limitation has been established in accordancewith the reporting requirements mandated by OFCCP, whereby overtime andother amounts in excess of annual salary paid to individual>employees are excluded from consideration. However, to enable reporting for bonus or other amounts in excess ofannual salary that are paid to all> employees, you may follow theinstructions at the end of this document to create a correspondingcustomer exit.Prerequisites Prior to executing the EO Survey, you are required to create andmaintain records for all applicable full-time employees in thefollowing two Master Data infotypes:
- the Promotions> subtype (PR) of the Statistics> infotype
(0033)
- the Additional Personal Data> infotype (0077)
To enable fulfillment of the reporting requirements that relate topromotions, please ensure that the begin and end dates of all recordsin subtype PR> of Infotype 0033 fall in the same calendar year.For optimal performance, we in fact recommend you to ensure that thebegin and end dates of these records are identical. If you have not previously maintained employee promotions data inInfotype 0033 and now need to do so for a substantial number ofemployees, you may use two utilities to populate Infotype 0033 recordsin the background. RPUEOSU0> is used to downloadpromotions based on actions or events to a local drive, whileRPUEOSU1> is used to upload employee promotion datainto the system to populate Infotype 0033. In addition to maintaining Infotypes 0033 and 0077, you must alsocomplete configuration within the Personnel AdministrationImplementation Guide (IMG) before you may execute the EO Survey. Therequired configuration is performed within the following chapter of thePersonnel Administration IMG:
- Organizational data
-> Organizational assignment ,,-> Organizational structure ,,,,-> Compliance reports ,,,,,,-> EEO-1, VETS-100 and EO Survey Reporting> Among the configuration activities found within this IMG chapter, youmust specify, via feature EOSRA, whether your enterprise intends toreport data for full-time Hispanic or Latino employees under a singlecombined category (all races)> or under two separate categories { (White race only)> and (all other races)>}.Features Selection The output of the EO Survey can be produced for any combination ofstandard period and personnel selection criteria. The default selectionperiod spans from January 1 to December 31 of the previous calendaryear. Standard_variants The EO Survey features no standard variants. Output The output of the EO Survey satisfies the reporting requirements as setforth by the OFCPP, with two exceptions. Specifically, the EO Surveydoes not> produce the following reporting data:
- The EO Survey does not produce data for sections 2 through 5 of Part A
of the Equal Opportunity Survey. Employers must manually enter the datato be reported in these sections.
- The EO Survey does not produce the data to be submitted in the
Applicants> section (on page 5) of Part B of the EqualOpportunity Survey. This requirement is fulfilled by theEO Survey Applicant Data Report>. In addition to displaying the output of the EO Survey from within thesystem, you may also elect to view output in a variety of other media,including ASCII or text files, spreadsheets, documents, or in HTML. Toexport the output to a desired medium, make the appropriate selectionfrom the List> menu. If you encounter difficulties when attempting to print the output ofthe EO Survey from within the system, simply view the output withinHTML (or save it to an .htm file for later viewing), then print theoutput from an HTML browser.Activities To obtain the data to be reported on the Equal Opportunity Survey tothe OFCPP, execute the EO Survey for the desired period and personnelrange. In response, on the subsequent screen, the system displays the data tobe reported for the specified range of full-time employees on page 9(in Part B) of the Equal Opportunity Survey, entitled PERSONNELACTIVITY BY EEO-1 CATEGORY - FULL TIME EMPLOYEES AT END OF YEAR(CALENDAR OR AAP)>. In compliance with reporting requirements, the system displaysreporting data for the the selected full-time employees by race,gender, EEO Reporting Unit number and name, and EEO Job Category numberand name. To report this data to the OFCCP, you may transfer the datamanually either to the paper Equal Opportunity Survey, or to theappropriate reporting medium at http://www.EOSURVEY.dol.gov>. From this first screen of the EO Survey, you may select the Errorlist> function button from the application toolbar to determinewhether errors were found for employees within the selected personnelrange. Upon accessing the error list, you will notice a summary of allerrors that were found, sorted by personnel number, along with errormessages prompting you, for example, to maintain the Basic Pay>infotype (0008) for the chosen selection period, or to maintain theAdditional Personal Data> infotype (0077) for the employee(s)indicated. However, the presence of errors for any employee(s) in thespecified personnel range will not prevent the system from reportingdata for all other employees in that range.> For example, supposeyour specified personnel range consists of 5,000 employees, 200 of whomhave not been assigned an ethnic origin within the AdditionalPersonal Data> infotype (0077). Despite this error, the system willreport the appropriate data for the 4,800 other employees. Consequently, we strongly recommend that you review the> Errorlist in its entirety before submitting any data to the OFCCP!> Once you have reviewed the Error list> and ensured that no errorswere found within the specified range of full-time employees, you mayreturn to the first screen of the EO Survey, and select any of the fivefunction buttons from the application toolbar, as explained below, toobtain the data to be reported in other areas of the Equal OpportunitySurvey.
- Choose Hires> to display the data to report in Part B on page 6.
- Choose Terms> to display the data to report in Part B on page 8.
- Choose Promotions> to display the data to report in Part B on
page 7.
- Choose Compensation> to display the data to report in Part C on
pages 11 and 12. Moreover, from any of the screens described above, you may choose acorresponding function button (e.g. Employees List> and HiresList>) to list the employees by name for whom data is being reported.Further_hints As stated in the Integration> section above, a customer exit isavailable to fulfill reporting requirements for bonus or other amountsin excess of annual salary that are paid to all> employees, yetnot recorded in the Annual salary> field of the Basic Pay>infotype (0008). To implement this customer exit, complete thefollowing instructions. RESET N2 Execute transaction CMOD>. On the subsequent screen, in the Project> field, enter a newproject name in the customer name range (e.g. ZPROJECT>, or anyother name that begins with the letter Z>), then chooseCreate>. Enter a short text for the project (e.g. EO Survey Customer Exit >), then choose Save>. From the application toolbar, choose Enhancement assignments>. On the subsequent screen, under the Enhancement> column at left,enter HRPB10EO>, then choose Save>. Choose Back> to return to the previous screen, then activate theproject you have created. Select the Components> radio button, then choose Display>. On the subsequent screen, double-click on the blue icon located to theleft of function exit EXIT_RPLEOSU0_001>. Doing so will enableyou to access sample> source code for that function module. After you have reviewed the sample source code, return to the previousscreen and double-click on the table entry for function exitEXIT_RPLEOSU0_001>. Doing so will enable you to access the actualsource code. On the next screen, you will notice include ZXP10U01>.Double-click on the include, then create it within development class$TMP>. Once you have created the include, you may tailor the sample code foundwithin enhancement HRPB10EO to meet the needs of your enterprise, oruse the sample code in its entirety. In any event, the input for theinclude is the employee number, while the output is the additionalamount. Additional amounts that are derived from this include will beadded to the annual salary found in the Basic Pay> infotype(0008) to fulfill reporting requirements.
