XPRA to move TPI relevancy data to SD Document relevance.

Purpose
TPI relevancy has now been moved to SD Document Relevance. This changehas led to the maintenance of TPI relevant data in SD Documentrelevance tables. This XPRA migrates existing TPI relevant data to thenew SD Document relevance tables.
Following are the new table details:
Existing Tables New Tables
OIKTPIDC,,,, TOI0_REL_DOCS
OIKTPIPD,,,, TOI0_REL_SD_RANK
OIKTPIRD,,,, TOI0_REL_SD
This also creates new Relevancy Types in table TOI0_REL_VAL and maps
these to the transport planning points in table TOIKTPIREL.
