Correction Program for Apportionment Units

Purpose
In the rental unit dialog, area-dependent apportionment units aregenerated from the areas. This report program checks if the value ofthe area-dependent apportionment units matches the value resulting fromthe areas.
If the 'Test run' flag is not set, the area-dependent apportionmentunits are overwritten on the database with the values of thecalculation.
