Description
The report is started when upgrading from Releases < 4.0 to Releases >=4.0. If there is not yet a CVERS entry for SAP/BASIS, and UVERS entriesare found for both with status "I", the report generates theappropriate CVERS entries and writes the current system release to thefield OLDRELEASE of the UVERS entries.

Precondition
SVERS-VERSION < 400
No CVERS entry for SAP/BASIS
UVERS entries exist with status "I" for SAP/BASIS and SAP/ALLAPP
