Global Request Scheduler Execution

Purpose
The program can be called as a batch job. This way, the global requestscheduler can be scheduled for the execution.
The global request scheduler has an overview of all the requests, whichare not urgent for dispatch to the Task Managment package and have anappropriate status for dispatching (for example requests with lowpriority). These requests can be created by the host for TRM executionin advance. But TRM is responsible for deciding when to dispatch andexecute them.
