Summary :
SAP ICM does not accept new HTTP requests despite server capacity. The issue originates from a kernel error where protocol changes from HTTP to HTTPS between requests result in incorrect session counts, leading to rejection of new requests. Identified by errors in the dev_icm trace file, this problem is remediable by applying kernel patches (for 640: patch 139, for 700: patch 69) or by deactivating HTTP(S) quota arrangement (parameters: icm/HTTP/context_quota = -1, icm/HTTPS/context_quota = -1).
