The problem is indicated by the error message "SE 001 Buffer table not up to date" during creation or update. The cause is linked to active value-based commitment settings in ML91. To resolve, implement the provided correction code and manually configure additional parameters in SE37. Ensure parameters BANF_FRGRL and BANF_EBAKZ are set using the 'import' tab of MS_REQUISITION_COMMITMENT.
