This issue stems from database user credentials not being accepted by SAP DB, possibly due to outdated Content Server builds or manual inconsistency in user/password configuration. To resolve, for builds pre-181, upgrade the server or reset SAPDBUser and SAPDBPassword configurations, and for build 181+, ensure database user configurations are aligned or reset credentials to initial values.
