The system behavior stems from adaptations made since Release 4.6C to enhance performance by reducing output determination times during shipment status settings for deliveries. Solutions include setting the output determination without the condition "Goods issue posted," using "Send with application own transaction," or inserting specific instructions under "Print output after save" in the activity profile.
