Solution : https://service.sap.com/sap/support/notes/22099 (SAP Service marketplace login required)

Summary :
When a user attempts to log onto the SAP system and encounters the error message "Maximum number of connected terminals reached," this implies that the limit set by the parameter rdisp/tm_max_no (default 200) has been met. This parameter defines the number of allowable connections per instance, and reaching this threshold prevents any additional logons. To resolve this, administrators must increase the value of the rdisp/tm_max_no parameter. Modifying this parameter requires minimal resources and becomes effective after instance restart. Administraputting off the PC without logging off can retain connections unnecessarily due to unfinished sessions initiating timeouts.
