In SAP environments, users encounter inactive indicators when attempting to utilize change packages or change numbers with a release key across all object types. This inactivity stems from the system's lack of use of the "Release key" function for all implemented object types. To enable functionality, users must modify the system by setting the value 'X' in field CUSFL-F04 within the CCINCLC1 include. This does not extend release key functions to additional object types, despite active indicators.
