This problem is traced to the absence of the virus scan profile /SCMS/KPRO_CREATE in the SCMS application, which is required for the virus scanning process. To resolve this, create the profile /SCMS/KPRO_CREATE via Transaction SM34. Enter the profile in the VSCAN_PROFILE_VC view cluster, select "Maintain -> New Entries," add the profile, and ensure it is present but not activated across all clients.
