This issue arises because the necessary ICF services for the WebDynpro ABAP application are not activated. For SAP Solution Manager, the services are auto-activated during setup. For SAP NetWeaver versions, activation varies: For 7.02, 7.30 or higher, use transaction SICF_INST with specific navigations and executions. Versions 7.01 or 7.11 require SICF transaction and manual service activations under default_host hierarchy. Additional steps include adjusting SAP profile parameters for HTTP(S) configurations and generating Web Dynpro Runtime using transaction SGEN. See SAP Note 1088717 for details.
