Diagnosis
The current work item contains no attachments or the attachments cannotbe changed.
A work item attachment can only be changed if the user making thechanges also created the attachment. In addition, attachments can onlybe changed in the work item for which they were created, and not insubsequent work items.
These conditions are not complied with for the selected attachment.
