Diagnosis
You want to create a contract item without a plant. In your system, allplants that can procure materials via your purchasing organization aresubject to a plant conditions requirement. However, plants subject tosuch a requirement may not issue any release orders against contractitems that do not relate to just this plant. It therefore makes nosense to create this contract item.

The contract item can only be created with specification of a plant.
