The most likely reason for this is a lock on an object linked to theuser, perhaps because it is being used. You could try to delete thelinks in organization management before you delete the user.
Users can be linked to positions, tasks, task groups, workflow patternsand workflow tasks, etc. in organization management. Transaction PPSTdisplays the objects linked to the user.
