Diagnosis
Status Open or Released
must be active for the WBS element.

Procedure
Call the Project Builder (Transaction CJ20N).
Open your project and select the WBS element in the tree structure.
Select the tab page Basic Data.
Set the status of the WBS element to Open or Released.
