Diagnosis
An inadmissible parent has been specified during the creation of alocation or handling unit.
To create a location, a parent location must be specified or theTOP_LEVEL field set. The TOP_LEVEL field must be set if the uppermostlocation of a new hierarchy is to be created.
To create a handling unit, a parent location or (in the case of nestedHUs) a parent handling unit must be specified. Handling units cannot becreated at the uppermost hierarchy level.
