Diagnosis
When a new organizational measure is created, measure areas are createdautomatically on the basis of the settings made in Customizing(Assign Measure Areas) and a relationshipis created between the measure area and the organizational measure.
The relationship between the organizational measure and measure areacould not be created.

Procedure
Check the record model(Create/Change Case Record Model) for theorganizational measure. In order for the relationship to be createdautomatically,the 'Anchor' attribute in the 'Measure Area'node must be set to 'DFPS_MEASURE_AREA'.
