SAP Message WSS031 - System is not prepared for WS Security authentication (note 1319507)

Diagnosis A configuration using web services with a message based authentication like WS Security Username Token, X.509 authentication using XML Signatures or SAML Authentication is configured. But the system has not been configured to support message authentication. Procedure Call report WSS_SETUP, uncheck "Test Run" and execute the report. This will create a user "DELAY_LOGON" (7.1X) or "DELAY_L_" (7.0X). This user is needed to enable the user switches for message based authentication.
