The cost center in the structure is currently locked against plannedpostings.

Procedure
In Customizing, you can determine for which status change the lockagainst planned postings is automatically removed (see "Follow-UpActions for Status Change").
Of course, the lock can also be removed in the standard cost centermaintenance transaction.
