Diagnosis
You have attempted to copy a force element in an operationalstructure/exercise target (usage type "operation" or "exercise" in thestructure area). The force element, however, is part of anorganizational structure and not purely an operational/exercise forceelement.

System Response
You cannot copy elements in the organizational structure from the usagetype "operation" or "target".

Procedure
If you want to link the selected force element from the organizationalstructure to an operational or exercise structure, for example, create asuitable relationship on the "Op./Ex. Relationship" tab page in the Str
uctures Workbench. Use the same procedure to create relationships toother structures.
If you really want to copy the selected force element to an operationalor exercise structure, first change the usage type of the structure to"Organizational Structure" and then copy the force element.
