XPRA to move planning location related data from OIJLOC to OIJPLANLOC

Purpose
This XPRA is necessary to move all the planning location data which isstored in table OIJLOC to the new table OIJPLANLOC.
Table OIJPLANLOC is now used to store planning location assigned to alocation. Also planning location related data from OIJLOC is erased.
