Batch transfer program: Transfers P.O. box racks for German postalservice.

Precondition
No P.O. box racks should be created for the area covered by the Germanpostal service.

Output
Error log listing errored records and those not transferred. If the endof the dataset is reached, this is noted at the end of the log.
