Purpose
This program converts the old Customizing for budget consistency andthe availability control from table FM01F to table FM01TOL.

Features
The program generates entries in table FM01TOL for versions that arenot zero for the fiscal year '0000' and for all fiscal years, forbudget data in tables BPJA or BPGE.
If entries already exist in table FM01TOL, the program corrects theaffected fields.
The program is restart-compatible.
The program can be re-called in the background.
