Manual creation of street reference records

Purpose
This program determines whether or not there are streets that have beenterminated and for which addresses still exist. If so, the addressesmust be changed (relocated).
This can either be done by manually relocating the addresses (if thenumber of addresses affected is relatively small) or by creating manualstreet reference records and executing report RJSUADDR (if a largenumber of addresses are affected).
