Controlling the V1 Update Dispatching

Parameter description
Lets you determine how the update dispatching is done. The parmeter isto be interpreted as bit mask:
- Bit 0 : For dispatching the database group should be kept
- Bit 1 : During dispatching, an update server must be chosen that hasthe current language installed.
The default value of 3 means that an update server is selected duringupdate dispatching that is in the same database group and has thecurrent language installed.
