Offset for enqueue/wait operations

Parameter description
If lock operations are repeated, the wait time (by default, 1 second) isreduced or increased by a random offset to avoid deadlocks due tosynchronization.
This parameter defines the maximum offset in milliseconds. The wait timebetween two attempts for the lock operation is then in the period [waittime - offset, wait time + offset]. With the default setting of 400 ms,this is between 0.6 and 1.4 seconds.
