You want to create sales conditons for the promotion.
However, no condition type group for sales is assigned to thepromotion.
The condition type group that is assigned to the promotion defineswhich conditions can be created for the promotion. The condition typegroups are defined in Customizing for the promotion.

Procedure
In the header data of the promotion, enter a condition type group forsales.
