The current assignment of planning characteristicsto planning steps corresponds to a global planninghierarchy that is not a pure tree structure. Consequently, theproportional factors for distributing plan data between planning levelsare no longer uniquely specified, or they have reciprocal dependencies.

Procedure
Check the sequence of the planning levels of the source and targetplanning steps. The planning levels common to both steps must be in thesame order, without any interruption at the peaks of the selectedplanning characteristics. All characteristics of the planning step withthe lower number of planning levels must be contained in the otherplanning step.
