Diagnosis
The location/HU is still being used. It is thus not possible to deleteit. The location and/or HU still have sublocations or HUs that have tobe deleted first.

Procedure
First delete the sublocations or subordinate (lower-level) HUs. You caneither explicitly delete them or do so using the program/LIME/BACKGROUND_DELETE_EXEC.
