Diagnosis
The organizational measure contains change documents that do not belongto an assigned measure area.
For this reason, the system does not set the organizational measure toActive (or Reset).

Procedure
For the unassigned change documents, create the relevant measure areas.The relevant change documents are displayed in the change documents viewfor the organizational measure in the warning column.
You can then either reset these measure areas or request, approve, andactivate them in accordance with the status cycle.
