Diagnosis
There must be at least one structure type defined in Customizing foreach combination of country of origin and organizational area.
You cannot create force elements without first having defined therespective structure types, nor can you change the characteristics of anexisting force element consistently.

Procedure
Ask your systems administrator to make the required settings in the IMGActivity Define Structure Types.
